Lisa M. Fleetwood, President

Lisa M. Fleetwood, PHR, SHRM-CP brings over 25 years of operational and Human Resources management experience across a range of industries in both the private and public sectors.  Her operational experience includes managing the EDI Operations for Citibank, start-up and managing of spa facilities, and property disposition and office close-out for the U.S. Census Bureau.  She successfully combined her operational and Human Resources experience to develop and implement training programs that elevated customer satisfaction, employee performance and sales for a nationwide beauty retailer.  Utilizing her experience, she established the Human Resources Department for a multi-discipline engineering firm and transformed that department into a strategic partner with executives.  Lisa’s U.S. Census project management experience includes the Decennial Census close-out, Regional Office closeout and Regional Office re-alignment. Ms. Fleetwood has a consistent track record of driving improvements in operational efficiency and accuracy, compliance, employee performance and customer satisfaction.

Frank Fanning, Vice President

Frank brings over 25 years of real estate and project management expertise to OPS Group.  His experience spans across several industries within the private and public sectors.  Starting as a Licensed Real Estate Professional in 1994 in the Philadelphia Market as a residential Realtor, his commercial RE experience ranges from government office leases to $25MM zoning conversion acquisitions. Frank has been with the US Census since 2008 where he is currently working on his second full cycle of Decennial Operations. His project oriented mindset has allows him to lead multiple teams of 50+ employees. His experience and knowledge made him an important part of the team that developed the procedures to close 494 local offices throughout the Nation. Frank was the Administrator for the Partnership Support Program funding $2.8M for Census awareness within PA, NJ, MD, DE and DC. He has led projects coordinating with Head Elected Officials, Multi-Federal and Local Government Agencies, Labor Organizations, Private Industry and even your average Joe.

Consultants

OPS Group consultants provide expertise in the full life cycle of Space, Asset and Logistics management. Our vast areas of experience include analysis of the impact on proposed Services of Work with regard to cost and evaluation of the technical feasibility. Identifying all processes necessary to ensure a streamlined, auditable program that incorporates guidelines and regulations. Assisting in detailed and sustained review of inventory, investigation, audit, discrepancy resolution and routine reporting on the status of all accountable assets. Additionally we are able to contribute to the review and verification of vendor contract deliverables. OPS Group will build and maintain asset management training materials and job aides for management.
